      In an effort to improve tender advertising services, ESPPRA <\/b>has developed a newly improved website incorporating new features aimed at making the website more interactive and more useful to those accessing it for information and for viewing tender opportunities from all public entities in the country. <\/p>

      One of the key features added is the ability to send instant notifications. For example with the new website, any person downloading a specific tender document can now subscribe to receive instant notifications should any changes be made on the tender document after it has been downloaded. <\/p>

      Additionally, through the new website, visitors will be able to subscribe to receive weekly notifications via email of all newly added tender opportunities within that given week.   <\/p>

      Over and above being legally obligated to publish tenders with SPPRA, all public enterprises and government departments are now compelled to pay E5 000 to the agency as a handling fee.<\/b><\/p>

      This is according to Swaziland Public Procurement Regulatory Agency (SPPRA) Circular number two of 2017 which has been seen by the Business Desk. The circular was issued in terms of Sections 20 (c) as read with Section 66 and 10 (c) of the Public Procurement Act No.7 of 2011 (the Act) which provides for the payment of fees for services rendered by the agency.<\/p>

      Procuring<\/b><\/p>

      All procuring entities are required to send all tender documents, adverts and notices inviting tenderers and suppliers to participate in procurement proceedings to the Agency prior to any form of advertisement or publication in accordance with the Act. The circular refers to the following procurement methods and notices; Invitation to Tender (RFT), Request for Proposals (RFP), Expression of Interest (EOI),Request for Information (RFI), Request to Pre-Qualify and Limited Tenders(where prequalification is done nationally). Invitation to Tender documents sent to the agency for compliance checks should be accompanied by a purchase order or proof of payment or commitment to pay. The Agency will charge a fee ofE5 000 per tender for the entire duration of the tendering period, reads the circular in part.<\/p>

      Emphasised<\/b><\/p>

      The agency emphasised that this intervention was intended at ensuring that procuring entities issued invitations to tender, notices and advertisements that were aligned to public procurement procedures, rules, processes and guidelines.<\/p>

      To this end the Agency is availing a cost-effective affordable mode of advertising tenders for potential suppliers to participate in procurement proceedings as outlined below. It was also stated that the agency had established a Content Management Website (www.sppra.co.sz<\/a>) with immerse capability to handle huge data while maintaining optimum navigation and accessibility at all times.<\/p>

      It should be mentioned that the agency is recognised as a depository for all public sector tender opportunities and it was in this regard that the agency would leverage on the opportunity to advertise invitation to tenders for potential tenderers and suppliers to participate in procurement proceeding on the agencys website on behalf of all procuring entities including government ministries and departments, agencies, authorities, local municipalities and state owned enterprises.
